The DPFE sensor is by the EGR valve, it will have one connector and two silicone hoses attached to it, the other ends of the hoses attaches to the EGR tube (from manifold to EGR valve). Verify both hoses are attached and not broken or split. Verify the connector is OK/properly connected, no pins are pushed out/no corrosion/water intrusion etc.

The egr valve will open usually once the temperature is at 90 and around 1.5k revs. The electronic part will normally show a open circuit fault if its gone wrong or the valve gets stuck. I would get it all cleaned and back together then drive it to see if it fixes it.

I think nothing inside the egr actually measures what's flowing through it so in theory it wouldn't know it was blanked off as the valve can still move etc. It's a MK1 2009 Kuga 2.0 Asking for a friend.
